The Steerhorns were the first bar ends ever made, way back in 1986. They were originally designed to help with tendonitis, and subsequently they're rated as some of the most comfortable bar ends ever. The end of your handlebar fits into the hole in the side of these, and the bolt in the end cap tightens a set of wedges (not included, but this person has some for sale).
These are the very rare first version steerhorns which used the clamping wedges, and the later V2 did away with them. There was also the Pro Horns, which were longer and L shaped vs the curvy bend of the Steer Horns.
Condition
They are missing the clamping wedges, but otherwise nice condition with no damage but some missing/chipped paint.
