Very rare and obscure rear derailleur out of France's randonneuse scene, circa early 1940's (perhaps 1942?). Not much is known about these, and they didn't last long. The curved cage is notable. This is the 2nd version with a flat-ish push rod cover, 1st version had a domed top with a hole in the end. This model used a chainstay clamp (not included). If you know what this is you probably already know you need it at this price! If not, it's a wonderful display piece or gift for your cycling history ephemera fan.
Condition
Pretty nice shape aside from the obvious rust. Appears complete and functional (though there's a lot more pieces required to make this derailleur work).
